- Central Public Relation Office at Tihar Prison Complex
has achieved ISO 9001:2000 Quality Management System
Certification.
Tihar Prison complex is one of the
largest prison complex in the world. More than 10,000
inmates are lodged at the nine central jails situated
within the Tihar Prison Complex. Each prisoner lodged
in the Tihar Prisons is allowed to hold two interviews
per week with his or her relatives/friends. The interviews
are generally permitted in the "Mulaquat Jungla"
of the jail where the inmate is lodged. The duration
of each interview is 30 minutes. The interviews are
conducted as per the first name alphabet of a prisoner
and these are so arranged so that each alphabet has
two days earmarked in a week. Each prisoner is normally
permitted three visitors per interview. During the interview,
a prisoner is allowed to receive vegetarian food, fruits,
clothe and coupons. In addition, prisoners are entitled
to receive interviews from their legal advisor on all
working days. The CPRO has a Tele Booking Facility for
recording interviews with prisoners. Public can record
their interviews over telephone for interacting with
prisoners lodged in respective jails upto 10 days in
advance.
This is one of the first initiatives
by the Jail authorities anywhere in the world. As per
the CPRO, Mr. Sunil Kumar Gupta, this is aimed to ensure
hassle-free meeting between inmates and their dear ones.
On an average, the two PRO offices located at Gate No.
3 and Gate No. 4 of the prison complex handles around
1,500 visitors daily having booked their meeting in
advance with around 700 prison inmates. The scope of
the ISO 9001 QMS certification covers - "Provision
of tele-booking of interviews with prisoners lodged
in respective jails and management of visitors".
The activity of standardising the system
was started during Aug 2008 with the appointment of
TQ Vision as the management consultants to facilitate
the process of certification. A team consisting of the
CPRO Mr. Sunil Kumar Gupta and PRO's Mr. Vijay Goswami
and Mr. Ashok Rawat worked on the standardisation process
under the guidance of Mr. Rajeev Arora, Lead Consultant,
TQ Vision. Mr. Vijay Goswami was nominated as the Management
Representative. All staff members were instrumental
in providing the inputs & suggestions for the improvements
and whole heartily supported the implementation and
the certification process for Central Public Relation
Office.
The system documentation was drafted
by TQ Vision after studying the existing systems and
the requirements defined in the Delhi Prison Act and
Delhi Jail Manual. Systems were standardised and procedures
documented for tele-booking, searching & frisking,
visitor handling, etc. The Quality Manual and the Quality
System Procedures Manual was released after approval
from Mr. Sunil Kumar Gupta. This was followed-up with
the implementation, internal audits by internal auditors
and management reviews by the CPRO.
